Flash, when I hit the link above I got:
The requested URL /DIAMONDS/ForumRules.shtml" target="_blank was not found on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

yet when I hit the "See Forum Rules" by the RDC and DBL links (after "news") it works.

I love snakes, hate spiders. However, I don't relish the pit of cobras. David threw me in one time when I made a pricing mistake.
