I think - but I could easily be proven wrong - it's one half of a support for pendant earrings which also has a space in the middle to put another jewellery support (say for a ring or a pendant).

What a waste of a nice piece of celadon jade.

South Sea Cultured Pearl Ring

Maybe it's something a Japanese yakuza (mobster) boss would wear.  That's the only customer I can think of for this. What a waste of a beautiful pearl.
